Sir Harry Lauder is being wooed by Hollywood to make a film there, Pandro Berman, of Radio, thinks it would be a good idea.

Despite the fact that he has re- cently made, a picture in England. Louder says he isn't particularly Interested in film work.

Anglo-Japanese Talks

A statement made by Mr. Quo Tal Chi, the Chinese Ambassador. to London, on the renewal of Anglo-Japanese, negotiations on trade and peace in the Facinc should provide welcome assurance to these. members of the Chinese race in Malaya who may feel doubtful of the possible consequences to China of the rapprochement between" Britain and Japan. Mr. Quo belleves that the re-adjustment of Anglo- Japanese relations in the Far East will make easier the re-adjust ment of Sino-Japanese relations on a basis of equality and recipro- city and that in the impending negotiations the economic as well as the political right and interests of China will be given full con- sideration. It may be assumed that he is thus expressing the view- point of the Nanking Government, which has already been assured by the British Government that, in any discussions or arrangements undertaken by Britain with other nations in respect of Far Eastern problems, Britain will stand by the principle of preservation of the territorial Integrity of China. The doubts, of many Chinese are due to the fact that Britain did not and could not, prevent the Japanese from creating a puppet state in Manchuria. There is no need here to go into the detailed reasons for that inaction, except to state that as in the case of the annexation of Abyssinia, Britain did not feet herself powerful enough to act as the world's policeman when it was so obvious that other nations giving lip service to League of Nations Ideals were not prepared to fight for them.

Position To-day

The position to-day, as regards China, is a little different. There is nothing more certain then "Heaven helps those who help themselves," and no matter how many times the Japanese change their Cabinet on the question of foreign policy two facts are generally recognised in Japan. One is that Britain is re-arming for the protec tion of its interests in all parts of the world. The other is that. China is a stronger and more united nation to-day than she was when Manchuria was virtually annexed. The principle of defending the weaker nations is all very well on paper, but it is a collective principle and it has been proved on at least two occasions that it will not work in practice until a system of collective security, for which Britain is working, has been established What so many peo- ple fail to realise is that the League of Nations is not a system of collective security, in spite of its high-sounding covenant, for it has no military power beyond that which all Government-members, act- ing in concert at any given moment, decide to give to it. Such power has never been given to it, and in the present state of the world it is. unlikely that any Government which is in control of large world interests and big armed forces will be prepared to hand over any part of its 'forces to the League. This does not mean that there is no advantage for China in remaining a member of the League. It means that the stronger China makes herself the bigger the volce she will have in the counsels of the nations, and the more likely she is to re- ceive practical support against aggression.
