Warsaw, June 11. "The Ten Commandments" for the 1940 Olympics at Tokyo were adopted at the final meeting of the International Olymplé Committee here to-day.

The Japanese delegate. Count Sayeshima, gave assurances that the rules would be observed strictly by the Japanese Association.

The rules passed to-day are: 1. That the laws governing the Games be published in French, German, English and Spanish, while the Japanese organising com- mittes will make its announce- ments in English and Japanese.

2. The organising committee will'establlah its own news depart- ment.

3. The organising committee will get in touch with International athletic organisations: In regard to various technical questions.

4. The Japanese organising committee, at its own expense; will call experts to Japan for technical preparation of the games which are unknown in Japan.

5. The organising committee will submit construction plans of the stadium and tracks to com- "petent athletic organisations.

-ka- 6. Umpires appointed by ternational organisations will be granted a 50 per cent. reduction in 1ares.

Blair Castle, the seat of the Atholl family in Perthshire, was opened to the public recently. The Castle and its wonderful collection of works of art, period furniture, and relies of the past will be open for inspection during the summer and autumn.

Last year the public was given a similar opportunity of inspecting the historic buliding and good deal of its contents, but this year the exhibition is on much larger and more interesting lines.

Blair Castle has probably more memortes associated with it than any building of its kind in Scot- land. For centuries It commanded the line of communications be tween the Lowlands and Highlands by the Pass of Killecrankie, and ed for the Cubs, Arnovich and Kleint Agured largely in the civil wars

Berlin, June 13. Dr. H. A. Kung, interviewed by the "Deutsche Allgemeine Zeitung" said that China would not ask for foreign leans for the construction of railways, erecting industrial plants or stabilising currency... out China was prepared to take up foreign loans in order to convert interior loans with high interest into foreign loans of lower interest. Dr. Kung said that China's in- terior loans amounted to two milliards Chinese dollars for which Interest of six per cent. was paid, which in view of the low rate of iue corresponds to eight per cent.

If China could obtain foreign loan at four per cent. he would save eighty million dollars in inter- est which could be used for indus- trial reconstruction. He added that these ideas form the basis of a Chinese loan policy and in view of the conadence which China enjoys abroad, they should form a suitable baals for China's co-operation with other friendly powers-Reuter.

Berlin, June 13. Dr. H. H. Kung arrived at Munich by train at 810 am, accompanied by Dr. Cheng Tien-fong, Chinese Ambassador to Berlin, and four cther members of the delegation including Admiral Chen and Mr. W. H. Wong. There will be no official reception.
