You must do something about the way your market gardeners manure their vegetables: During my short stay here I have always taken a delight in climbing to the summit of one or other of the many hills on the outskirts of Kowloon in order to view the landscape. All around are to be seen beautiful vegetable gardens with here and profusion of lovely flowers. the beauty of these green gardens and thriving blooms must only be viewed from the distance hillock for, on closer approach, the nustrils are assailed by such power- ful odours that your rapture is turned. into disgust.

Again I say don't be content with saying: "Oh it is done in China and we cannot stop it here. After all, those vegetables are for Chinese consumption

Something similar to the beggar problem is that of prostitution. I have found that after a certain hour in the night it is alriest imm- possible to walk in some streeta without being accosted by some man or woman who tenderly in- quires whether you are in need of companionship. For this state of affairs I am told the well-meaning but hopelessly illogical moralists of the League of Nations are respon sible but surely something must te done to stop public soliciting and accosting.

Your transport system too needs reorganising. The method of sell- ing tickets for certain sections is antiquated. Here again the bus companies might very well take a ear out of the. Singapore book. One should be able to get in Et any bus stand and travel the dis- tance of the fare regardless of the end of a section. The stranger has no notion of sections. He pays his money and expects to travel an equal distance each time. For instance, I once paid five cents from Halphong Road junction and travelled as far as the Alhambra. On the following day I got in near Waterloo Road and my five cents took me as far as the Alhambra about 100 yards! I naturally thought it would take me almost as far as Haiphong Road. The bus company replies by saying: "Why not get in at the beginning of a section?" 'Bless my soul, what the blazes does the visitor know of such things. Besides, the begin ning of the section in the instance I have quoted happens to be op- posite the Alhambra, an open spot and it was raining ike blazes! The next stop was over 100 yards away.
