Speaking on the proposal Mr. Sanger-Davies explained "why was thought necessary. Early in 1935, when the State Council pass- ed the new Forest Rules, all forest produce removed from allenated land became liable to royalty.

TALMA -A MATTER OF PRINCIPLE
SIRDHANA M. D. Farquharson, addressing the Council, said that he agreed- with the State Forest Officer but would like to have things made clear on one point. Take, for ex- ample, an estate with three or four divisions" situated some dis- tance from each other. It was often necessary to remove fire- wood from one division to another, and he would like the State Forest Oficer's assurance that the royalty: although a negligible amount, would not be levied on firewood removed in this manner.
Iniche Abdul Aziz stated that be was not in favour of the proposal on a matter of principle. At pre sent the poor people could get fire-
per cart load, and it was his wood from estates at about $1.80 opinion that the Imposition of this royalty of 50 cents per cart load would inflict a good deal of hard- ship on these people.
