It is unfortunate that there m no legal and readily effective way of curbing the activities of the few mining engineers who are de ceiving both the companies for which they work and the investing pablic, states the "Baglio Bulle-

The situation seems to be that the governmental supervising agencies and the courts cannot de- cide whether or not an engineer is dishonest or incompetent, or both. When, through the "exposure of False reports, it becomes necessary to make a decision, it seems to be poilcy to assume that the man is incompetent rather than dla honest.

There seems to be, in this coun- try at least, no pensity for incom petence on the part of consulting mining engineers, whose word is 'tateh" as law' and gospel for in- vestiments.

Engineering perfection cannot be expected any more than medical perfection or perfection in ́any' other line, but when an engineer makes mistakes repeatedly over a period of years, and when these mistakes cost honest citizens hard- earned money, it is time something were done about it.

There are several such - men in the mining industry of the Phip- pines to-day. Through their mi leadng reports, hundreds of thou- sands of pesos are being spent in the so-called exploration for deve- lopment of properties which are, always have been, and probably always will be, absolutely worthless for mining purposes,
