My impression that when and if the moment ar- rives to resume propaganda acti- vities to create and maintain "will to war," that work will be carried on with an energetic in- genuity and bitter intensity which will make even the most malicious mendacitics officially circulated and secretly inspired in 1914-18 look very feeble and amateurish In comparison. Even stolld British commensense cannot be depended upon to resist the influence of skillful propagandists once the right "atmosphere" is created, and as already stated it seems that Bri- tain's tremendous fighting plans rather than the friendly spirit of her peace-loving people are the really effective factor which will decide the trend of international affairs in Europe.
