My impression that when and if the moment ar- rives to resume propaganda acti- vities to create and maintain "will to war," that work will be carried on with an energetic in- genuity and bitter intensity which will make even the most malicious mendacitics officially circulated and secretly inspired in 1914-18 look very feeble and amateurish In comparison.
