The huge growth in armaments expenditure during recent years la the subject of a report issued by the German Institute for Business Research. This reveals that last times as

Pre-War Conditions
Another comparision with pre- war conditions is provided by the fact that in 1913 the outlay of armaments accounted
for 4 per cent. of the world's net ilustrial production. In 1938 the figure was at least 11 per cent.

"Boycott
Not since stamps were firat is- sued in 1846, has there been such widespread interest as in the year which has just ended. The cause of thin was the complete change of design in British stamps, with Its indication that a new era had been inaugurated.

The total number of stamps is- sued by the post offices of the world amount to 1,380, a very con- siderable drop from the 2,188 of last year.
But the number would have been much higher had it not
been for the spirited action of the great English dealers, who wRIN- ed certain South American States that certain threatened issues to increase their air arm at Dhilate- lists' expense, would be boycotted. Welcome though this drop is to every serious collector, there were still far too many issued with an excuse only as a reason for print ing them, and no, adequate cause. Dictatorships seem to be especially addicted to this form of propa- ganda.
CEYLON'S NEW ISSUE
On January 1 Caylon completed a new issue with the 6, 9, 20, and 50 cents, each one of which bore, a and medallion portrait of King George V. with a vignette' Di native scenery to complete the de- sign. Just a month later Nigeria Issued a very similar set, and on March 1 it was the turn of St. Lucia, with its highest value the least satisfactory design.
April saw the appearance of the new Bermuda set, striking in dé- sign and faultless in execution.
