London, January 18.

Replies to the British proposal of January 9 "for ban of volunteers to Spain have been made by the Soviot and French Governments. The Soviet Government accept the British pro- posal in principle and are prepared to take measures simul- taneously with other powers. The suggestion that Russia should follow Britain's example by herself imposing an immediate ban without waiting for similar action by all powers concerned is rejected.

The French Government in a note dated January 13 states that they are in agreement with His Majesty's Government that measures for barining volunteers should be applied without wait- ing. for establishment of a complete system of control relating to the despatch of war material to Spain, but the note adds that after the experiments already made It is only too clear that in the absence of such a system these measures of restriction run the risk of being ineffective and in these circumstances it is only provisionally that their application can be considered.

If therefore after a reasonable lapse of time from the application of restrictive measures the im possibility of putting an effective plan of control into effect becomes apparent, the French Government reserve entire liberty of action.

FRENCH REPLY

The French reply to the British note, which proposed the banning 01 volunteers for Spain, was issued by the Foreign Office to-night It states that France agrees with Great Britain with regard to the need for banning volunteers with out waiting for a complete system of control of war materials and men sent to Spain.
