POWERS SEEK AGREEMENT
Italo-German Replies Under Examination
London, Jan. 9.
The Prime Minister before leav- ing London
for Sandringham, where he is spending the week- end with the King and Queen, presided over another meeting of Ministers at which consideration of the Spanish situation with par- ticular reference to efforts to put an end to foreign interference in the confict was resumed.
It is
not anticipated that a full meeting of the Cabinet will be held before next Wednesday, by which date practically all its members will have returned to London.
Meanwhile, the replies of the German and Italian Governments
to
the Anglo-French proposals continue to receive careful study. This further examination has served to strengthen the view that the prospects of exective non- Intervention is brought nearer.
The conditions attached to the Italian and German acceptance proposals are not regarded 14 rajaing insuperable difficulties. Insistance that agreement must be general and accompanied by effective control is regarded 05 self-evident. These conditions are implicit in the proposals put for- ward by Britain and France.
A further condition that such agreement must be rapidly follow ed by agreement prohibiting other formis of indirect intervention raised greater dimculties, but it is entirely in accordance with the British attitude that it is in the interest of Spain and of the world generally that all forms of inter- vention should be discontinued,

London Committee To Introduce Entirely New Control Plan

Unusual Saturday official activity was in evidence to-day, with a meeting of ministers and diplomatic visits belleved to portends fresh British initiative to circumvent the growing dangers of international complications in Spain. Diplomatie correspondents foreshadow that Lord Plymouth will introduce a new plan at Tuesday's meeting of the Non-Intervention Committee to abandon the existing methods of control and substitute a comprehensive plan including clauses dealing with air transport and volunteers.

The atmosphere is embittered by attacks and counter-attack in the French and German press regarding alleged German activities in Spanish Morocco, while naval activity is reported to be in creusing on the Spanish coast. Two Spanish steamers, the Villa de Madrid and Clvda de Barce- lona, narrowly escaped torpedoing. The Norwegian ship Ibis mentioned earlier was released from Algeciras.
Meanwhile Berlin correspondents to Paris newspapers 'report acute differences of opinion be- tween Chancellor Hiller and the naval and milltary authorities. They assert that General von Blomberg and General von Fritsch, Commander-in-Chief, have earned, the Fuehrer's displeasure by opposing projects to assist General Franco, the Spanish insurgent leader-Renter.
