Moscow, Dec. 5. With minor amendments, the Soviet Union's new "constitution" was accepted by the Union Soviet's congress in its concluding session on Saturday. Most of the outstanding features of the new constitution are, it will be recalled. the abolition of the former separa- tion of legislation from executive power, and asmigamation in one supreme council and the creation of the people's commissariat for war industries.

In view of the critical reception with the new constitution has had in the press of western Europe, the Soviet propagandists have now changed the methods and no longer attempt to lay stress on the similarity of the constitution to that of western de-

mocracies, but merely laud it as "unique and unsurpassed."
