TOWN PLANNING INQUIRY

A glimpse of the London of the future was to be had at the Gulid- the "Morning hall recently, says Post."

effected in the training of junior officers for the Royal Navy. These changes will reduce the time un- der training and so increase 'the number of junior officers available for sea-going appointments, writes the "Morning Post" Naval corres- pondent

They are being adopted to in-buildings crease the numbers in the lists of sub-leutenants of both executive and engineering branches to meet the increased requirements arising during the next few years, as a result of the naval rearmament programme,

All training courses are to be shortened. The duration of many of them is to be halved.

The number of sub-leuter.ants undergoing courses of instruction at the Royal Naval College Greenwich, will be reduced at the end of the present term, and the College will close so far as the training of sub-lieutenants (other than those promoted from the lower deck) is concerned next September.

The sub-lieutenant's course at the Royal Naval College, Green- wich, is almost entirely education- al, the only nautical subjects be- ing the theory of navigation and spherica, trigonometry. It occup- les two terms, and is designed to "Anish off the education of of- ficers who normally join the Navy at an age when young men, des- tined for civil life are still con- tinuing their education.

CURTAILED COURSES The acting sub-lieutenants who joined the College at Greenwich last month will do a course of one term only. The same will apply to officers joining for the course in January and April of next year. In September the course, will be abolished altogether, except that acting sub-lieutenants promoted from the lower deck will continue to do the educational course of three termJ.

If the City of London Corpora- ton have their way, the present views of St. Paul's Cathedral wili ultimately be improved by reduc- ing the height of some of the surrounding it; the Guildhall will be thrown into grea- prominence by altering the ter buildings at its sides and back: ancient City churches and historic buildings will have their sites im- proved; many of the narrow City streets will be widened and the height of their buildings will be controlled, in order that City wor- kers may have more light and air. There is little doubt that the

Corporation will obtain powers to control the future development of their City. In ed room

panell-

at the Guildhal, they laid their case before Mr. H. 8. Stewart, Ministry of Health In- spector, asking approval of their proposal to draw up a town plan- ning-scheme for the whole of the City with the exception of the Inner and Middle Temples.

LITTLE OPPOSITION Opposition was confined to the Governora of St. Bartholomew's Hospital and the members of the Grocers' "and Salters' Companies, who want their buildings to be excluded from the scheme..

At present the Corporation have no power to control the height, area, appearance, or materials of any building in the City.

According to Mr. H. G. Robert- son," representing the Corporation in this debate. good-humouredly conducted by "learned friends on 'either side, the City of London as we know : to-day, has grown up during the past 80 years.

Even since 1935, twenty sites have been developed, and 18 other sites are awaiting redevelopment. Between 1921 and 1935 there have been 820 major alterations to The period of training for naval buildings in the City. And the City cadets in the training cruiser is has some 83 buildings worthy, be- also being curtalled. Cadets jol-cause of their historical or archi- mg from the Royal Naval College. lowered when the time for thely redevelopment came, «

EARLY REBUILDING

Mr. E. E. Finch, the City En-

be replaced by HMS. Vindictive, gineer, argued that a large part

of the same class, which is at preof the City was likely to be rebuilt

in the near future because high site values made probable the re- development of any building over

60 years of age. He revealed the

sent being "demilitarised" in sc- cordance with the requirements of the London Naval Treaty of 1830.

On completion of the reduced period of training in the training Corporation's scheme for altering cruiser, cadets of the executive. branch will be appointed to sea- going ships of the Fleet as mid- block at the back and sides of the shipment. Cadets of the engineer- Guildhall in order to reveal more ing branch will go to the Royal of the exterior of the building. Naval Engineering College, Key- ham, for specialised engineering

training.

MIDSHIPMEN'S FUTURE The time to be served at sea by midshipmen before being promoted acting sub-lieutenants is also to be reduced. All midshipmen who left the training cruiser in April, 1936, and subsequently, will spend only two years at sea as midship men before promotion.

Assurances have been received from the London County Council that they will co-operate in any replanning, scheme which affects the City's boundaries.

Mr... Stewart will inspect the Grocers' and Salters' Halls to decide whether their desire to be excluded from the town planning proposal is reasonable or not. Be- fore reporting to the Minister of Health he will also visit St. Bar- tholomew's Hospital, the Gover- nors of which wish to erect a pay- ing patients" block and other buildings without town planning restrictions.

The only period of training for Junior officers which is not, to be curtailed is the specialised engin eering training at the Royal Naval Engineering College, Keyham, Mid- shipmen of the engineering, branch will be promoted to acting: auð-' lieutenants on attaining two years' DROVE FIRST seniority nidshipmen. This will bring them into line with the contemporaries of the executive branch.
