"The well-being of any Volun- teer Corps," he remarked, "largely rests in the hands of the N.C.O's. keen and efficient fellows who are content to stay on in the Corps and influence and lead the younger fellow. I am pleased indeed and proud to have been associated with you all."

JAPANESE AMBITIONS The motorship Otowasan Maru, recently completed by the Mitsut. rama Shipyard for services tween Japan and the United Sta~ tes, is an example of Japan's mer- cantile marine ambitions. This ship has been designed as a tan- ker, but she is capable of carrying general cargo as well as oll, and her service speed is 18 knots. Ge- neral cargo ships of speeds rang- ing from 17 to 20 knots are in course of construction, and accord- ing to the latest news from the Far East the construction of two high- speed passenger liners of over zu,- 000 tons each is in contemplation.

This arrangement was reported to Inspector Murphy. The com

plainant returned to the meeting place and shortly after 11 am. the

defendant arrived and the money was handed over. A boy. Tung Sik, saw the money passed, and reported to Inspector Murphy.

When the defendant came back to the station of duty he was taken to the traffic office where he was searched, and the marked money was found in his pocket.

The defendant admitted being offered the bribe. Tung Sik said that the defendant made no at- tempt to arrest the complainant at all.
