Soviet Allegations Against Three Powers

London, October 8.

A communication which was made yesterday to Lord Plymouth by M. Kagan, Sovint Charge d'Affaires in London. eltes alleged violations of the non-intervention pact by Portugal, Germany and Italy. It declares that the "Soviet Government can in no circum- stances agree to transform the non-intervention agreement into a screen masking military aid to the insurgents against the lawful Spanish Government by certain parties to the agreement."

The statement added that the Soviet Government would coo. sider itself free from all obligations on the non-intervention agree- ment unless violations by other countries were immediately discon- tinued. This communication will be discussed at the full meeting of "the Non-Intervention Colpmittee to-morrow.--British Wireless.
