Berlin, Sept. 19. The possibility that Germany and Japan will seek to lead the wor.d in an "anti-Bolshevik franc" is being discussed in diplomatic Erc.es here in connection with the return of Dr. von Dircksen, the German Ambassador at Tokyo, who is leaving for Japan on Octo ber 13. It is believed that Dr. von Dircksen was one of the diplomats considered for the Ambassadorship in London, but his work in Japan is estimated to be too valuable to enable him permanently to leave
