Geneva, September 5 The appalling "horrors of the Spanish civil war which reveal more and more clearly the influence exercised by Moscow in its fight against religious culture and national heritage of the Spanish people, has led to the assembly in Geneva of the general com- mittee of the Womens World League against Bolshevism and

The committee published on Saturday the following proclama- tion to all women of the world: Horrified by, eye-witness re ports about the repulsive crimes being committed in the 'civil war in Spain where every day, at the command of the Moscow Central Organisation, for world revolution, thousands of men, wo- men and innocent children are being cruelly martyred, mutilated and murdered, we raise our volees in protest, and appeal to the world's conscience.

As is generally known, the French Government and subse- quently the British government approached the German govern- ment some time ago suggesting that those states that had agreed to pace an embargo on the export of war materials to Spain: should form a committee in London con- slating of diplomatic representu- tives accredited there to deal with the practical questions arising in connection with the maintenance of this embargo,

The German government at first asked for more precise informa- tion as to the function of the pro- posed committee. The diplomatic discussions that followed resulted in the attainment of an under- standing in the last few days so that the purposes and competence of this committee are now clearly defined. Thereupon the German government declared that
