Paris, August 5. The British Government's attitude towards the French pre- posals of neutrality of the four powers in the Spanish civil war is discussed here by the press, and in politieal circles it is gen- erally accepted with satisfaction.

The Echo de Paris" however, points out that Britain de- mandy the negotiations to go on through ordinary diplomatic channels, and the original French idea of a conference of the Algericas Treaty signatories had to be dropped in view of British objections.

The "Times" saya the Govern- ment is unquestionably right. It is Imperative that a general policy of non-intervention be adopted. The principles for which the two sides are fighting are cherished dearly by the majorities or minorities of every country. The first care of ather countries inust be to ward off the danger of the condagration spreading.
