Canton, May 18.

It la alleged that Japanese dealers are selling icit rice to Chinese merchants in Bix-Two- Third Road. Some papers stated that the ice was taken out of Shameen and delivered to Chinese rice shops on Six-Two-Third Road facing Shameen. In some cases, Chinese tax inspectors seized the rice, which, was considered 5 smuggled goods.

Numerous incidents occurred during the past ten months, Pro- tests by the Japanese Consulate Genera were Lodged with the Canton Munis pal Government for the seizure of rice imported by Japanese, but most of the cases were amicably setted. Japanese merchants are said to have urged their consulate general in Sha- meen for protection against tut- ther seizure. The issue is not yet definitely settled.

Frequent reports of smuggling in Canton by Japanese were denied. by a Japanese merchant who sells considerable rce here. He stated that the Japanese do not recognise the special agricultural tax levied by the Provincial Department of Finance as it is contrary to treaty between China and Japan. Non-payment of the special tax, is not tantamount to snuggling.
