After 1940 the period of service is to be reduced again by stages
the discretion of the War Minister in accordance with the prevailing foreign political situa- tion." The object of this new re- cruiting law is to make good the deficiency in the number pf.re- crufts caused by the lower birth rates during the World War years.
TRAINING PERIOD
In actual fact the provisions of the law already in operation have been passed by a decree under special powers granti to Premier Laval by Parliament, but the law now requires ratification,
According to the computations made by the War Minister the number of recruits in 1934 were 226,000 and in 1935 145,000. If a year's" service were maintained there would be only 112,000 recruits in 1936. 122,000 in 1837. 141,000 in 1938, 162,000 in 1939, 162,000 in 1940 and only after that the nor thal complement of 250,000.
According to the provisions of the new law, all recruits would begin training in October instead or half in April, and half in Octo- ber as heretofore. Before the de- bate on the new law began, the Chamber passed credits already sanctioned by the Senate to meet the expenses for the prolongation or military service in the summer of.1935.-
