Addis Ababa, Oct. 8. News was received here to-day at dawn that the ancient Imperial capital of Aksum, about 11 miles south east of Adowa, was occupied by Italian troops.

To all appearances the Abyssini- ans have consistently been, follow- ing the plan of evacuating towns without struggle. As similar 're- ports are being received from all trontiers it is evident that Ras Seyoum is keeping strictly to the Emperor's command to resort to guerrilla tactics.

The news of the proclamation of an arms embargo by President Roosevelt last night is welcomed in London.

Assembly To Decide On Measures

London, October 8.

The unanimous adoption by Council of the League of Nations of the report of the Committee of Six, which definitely conclud- ed that Italy had resorted to war in disregard of its covenants under. Article twelve, marks an important stage in thề League action in reférence "to the crisis: -

The decision brings Article sixteen of the covenant into operation, for that Article provides that any member of the League which so acts is deemed, Ipso, facto, to have committed an act of war against all members of the League. These mem- bers undertake by Article sixteen to reply with economic, finan- cial and legal measures.

It now becomes the duty of the members to determine the" nature and extent of these measures and for this purpose it is understood a co-ordinating committee of the League Assembly will be set up when that body meets at Geneva to-morrow,

The composition of the co-ordinating committee was much discussed in Geneva to-day and the general assumption is that It will include members of the Connel; with probably sight or iwelve representatives of other members of the League.

It is also suggested that non-members of the League, includ- Ing the United States, Germany, Japan and Brazil may be invited to take part in the work of this committee for co-ordinating measures to be taken against Italy-British Wireless.
