The League Counc met in the morning and received the report of the Committee of Five. The Council decided to sit as a Committee without any Italian delegate and draft a report. while leaving it open to the Governments to continue efforts. Mr. Anthony Eden reaffirmed Britain's fidelity to the covenant and was supported by M. Laval,
