The Three Power negotiations un the Abyssinia question are expected in political circles here to begin on August 16 and will take place in Paris since M. Laväl is unable to absent himself for any length of time. According to the papers, Italy will be repre- sented by a delegation headed by Baron Aloist and Including num- erous experts on African problems.

Political circles here anticipate the negotiations with great confidence and point out that Britain will find herself in a much more difficult position than at Geneva where it had been possible for her to take her stand on moral and legal principies of the League of Nations. In Paris, however, so informed quarters pre- dict. the Italian Government will be able to stress the following points:-
