Professor Gregory's pamphlet "is a closely written plece of economic to summarise argument, difficult without distortion of his clusions. He starts with an all- alysis of the facts of Japanese competition, Its growth and magnitude. He then discusses re- medial measures. first from the point of view of Japan, secondly from that of other countries.

RAW MATERIALS

The disadvantages of a policy of discrimination must be frankly faded. They appear to be four in number. In

first place. the there is the danger of retaliation. It is possible to discriminate. against Japan: but it is also

possible for, Japan to discrimin- ate. Fourthly, there is the danger that in checking Japanese imports lato a given market no particular bene- at will result to the British manu- facturer, simply on the ground that at the prices at which he can lay his product down demand is too restricted; whereas if a cheaper Japanese product were allowed to be sold there is the chance that (a) the cheapness of the Japanese product will allow a margin for the purchase of other (including Bri- tish) goods; (b) the introduction even of an inferior (though chea- per) article may help to create higher standards of Hie from which British manufacturers may in the long run also benefit.
