SINO-JAPANESE RELATIONS

Canton, May 18..
Owing to the improvement in Sino-Japanese relations, the Na¤¬ king Government is stated to have hinted to Japan that the forth- coming new tariff will not affect Japanese goods and may be alightly more favourable than the existing rates in force since July 1, 1934.
The present tarif is a conces~ ston to Japan following represen- tations by Tokyo because the rates an her exports duch as sugar, sea delicacies, textile goods, paper and coal are lower than before. Tho projected change may bring about further reduction in favour of exports from Japan.
Other fareign, goods La China will be. however, subject to a higher import tariff ds a means to increase revenue. whereas export duties are likely to be lowered with a view to protecting and encouraging domestic Indus- tries. Certain import duties and excises will be abolished
Enforcement of this new tariff, It is reported, will take place some time in July. Strict secrecy is kept as to the scale of increase.
Meanwhile, the Nanking Goverri - ment and Japan, are still negotist- ing for the terms of co-operation. Mr. Wang Ching-Wel, the Chinese Foreign Minister may not ro to Japan, as his visit is not consi- dered important.
Cash Loan Question The delay in forming definite proposals is due to the reluctance of the Japanese Government to Krant a cash loan to China. Nanking is not enthusiastic of a Japanese offer of a goods loan but needs hard cash to replenish the silver märkets following heavy buying of ilver by the United States..
Moreover. Major-General Kenji Dolhare, the "Lawrence" of Man- churia, has advised the Japanese Government to proceed cautiously with this country, as in his trip to South China he was not sure that anti-Japanese sentiment has subsided.
Apart from the terms of Sinu- Japanese co-operation, Tokyo hás # complete grasp of the present political and economic conditions 12 China through the
recent Shunghat conference of Japanese consuls general from different parts of the country. Each consul reported on the conditions on his consular district and suggested ways and means of improving Japaness trade.
