The
German publie has now been 'informed that it possesses 201 air fighting fleet, writes a corres- pondeit in a London daily.
No notification to this effect has ever been made through diplomatic channels to the signatories of the Versailles Treaty, Article 198 of which lays down that "the armed forces of Germany must "not in- clude any military or naval air forces."
"
Nor, I understand, is any such diplomatic notification contem- plated, or it would be "contrary to the present polley' of not drawing public attention to the military clauses of the peace treaty.
43
It was felt, however, that the
accredited 'Air Attachés of the Great Powers could hardly be left to learn from the newspapers that Germany now admits possession of military and naval 'planes.
So a kind of unofficial notifica- tion was made to the Air Attachés. not by Gen. Goering, the Air Min- ister, but by Cmdre. Wenninger, his Chief of Staff. The British Air Attaché Group Capt F. P. Don, was received first, then the "Italian: and thirdly the French.
I understand that the infor- mation was conveyed to them as though it were merely a matter of technical jeorganisation, though certain important chan- ges in the Air Command were made known.
Hitherto 18 so-called

also been grouped into a special maritime command based on Kiel.
In none of these conversations was any specific figure mentioned as to the number of machines Germany possesses or hopes possess when her present plans are completed.

The official policy here in milit- ary and naval matters is one of "make" haste slowly." The "spear- head" army of 300,000, backed by a powerful' and modern system of artillery and tanks, is probably the limit of Germany's military re- quirements.
