Commenting on the forthcoming Stress conference, the "Times" - says" that no further commitments in Europe' are de- sired by this country and that British diplomacy must coa- centrato every effort to include Germany in the League system.

The" "Dally Telegraph" advocates that whatever further re- gional pacts are debuted, the idea basing collective security on a strengthened Article 16 of the League Covenant should take principal place in the discussions.
