The organisation of passive re- sistance against air raids has been made obligatory for the whole of France by a isw published on Tues- day, setting forth the measures for the protection of the civil popula- tion. Every year the Home Minis ter is to receive from the budget special grants with which to pre- pare passive resistance.

Whenever a state of slege is pro- claimed the law provides that all the authority in the utilisation of the means for passive, resistance will be transferred to the military authorities. New shelters will be built and old buildings transformed
