Following protracted discussion, is now reported that the Ministry of Finance has approved the scheme sponsored by the Minis- try of Industry for the issue of bonds to the value of $20,000,000 to be set aside for the develop- ment and assistance of the coun- try's coal-mining industry. It is understood that the difficulties .ed.- in raising this sum are causing some hesitation in financial cir- cles and the bank are not eager to underwrite the whole amount so that it is considered possible the total issue of the bonds will be reduced.

The battle against no'se goes problem confronting on apace. In the first signal victory was won by the Minister

traffic noices at night, a second Victory is being won by Dr. Oscar Faber, consulting engineer tö the Bank of England, Only it is being won so quietly, that "very few people know anything about it at all For the first time in history, a steelframed building is arising completely silently in the City of London.
The steel-riveter is generally, admitted to be the worst enemy with which we have to contend in this battle against noise. This is the opinion of an age which is well able to boast of its connoisseurship in every sort of pandemonium, Ferched aloft en the half-assembled skeleton of some gigantic block of flats in Mayfair or omices in the City, there seemed to be no escape from him. His attitude gave him undisputed sway over far larger area than that held by his rival of the pneumatic drill in the ravaged streets far below.

area devoted almost en- tirely to the intricacies of high finance It was obviously im- possible to expect the thousands of brain, workers in the densely crowded banking area to sustain years of riveting in their midst. So some new methods of build- ing the great steel frume for the Bank's new home had to be de- vised.

Electric Welding
For some time the Army en- gineers had used the process of electric welding in small steel
structures,
such as temporary bridges, but in civilian engineer- ing it was almost unknown. It possibilities had
fully not been investigated, there was naturally a lack of labour skilled in its bandling and in England, at any rate." there was prejudice against its use on the part of authority.
