London, Jan. 28: "Cordial welcome" is the exact phrase to describe the reception given to Mr. Lloyd George's new campaign by the meeting called by Sir Herbert Samuel of all the Liberal party leaders at Liberal headquarters, and the welcome was unanimous. They agreed with the programme as far as Mr. Lloyd George has cutlined it, and they wanted to encourage his campaign. They noted with especial approval that Mr. Lloyd George had put in the forefront of his programme the reduction of the barriers to international trade which, in the view of all Liberals, are a main cause of the present abnormal un- employment.
The delegates will also discuss various postal matters with the local authorities they meet in the course of the tour.

The Chief Constable (Mr. P. J. Sillitoe) is seeking permission for himself and other members of the force to travel by air when visiting London and other centres on off- cial business.
The request was brought to the notice of the General Finance Com- mittee of Glasgow Corporation when a letter from the Chief Con- stable was submitted in which he asked whether it would be possible for himself and other members of the police force to travel by air when they were engaged on official visits to London and other centres at a considerable distance from
