The Spar negotiations proceeding here among representatives of Der- many. France and the Baar Gov- erning Commission since January 24 closed on Wednesday · when a communique was issued, stating that the initialled text, embodying the results, consisted of more than 20 documents, agreements and de- clarations. These will serve as a basis of instructions guiding the Saar Committee of Three in carry- ing out the task of practical re- incorporation of the Saar in the Reich and for the discharge of the obligations undertaken.
The negotiations, which were al- so attended by the representative of the Finance Committee of the League of Nations and a member of the League of Nations Secretar- lat, embraced deliberations with the Bank for International Settle- ments, the Banque de Fratrice, and the Reichsbank.
