Canberra, Dec. 18. Believing that the German ship ping service between the Common- wealth and Papua provides facili. ties which British and Australian shipping do not duplicate, the Federal Ministry have réfused to revive the coastal clauses of the Navigation Act for services be tween Australia and Papua.. Aus tralian shipping Interests had asked for their revival as protec- tion from foreign competition, which is obtaining a large part of. the traffic.

Papilan settlers contend that the German ships provide facilities not available from other shipping. and that in many cases the Ger man companies are purchasers as well as transport agents, buying copra and other produce direct from the planters at prices higher than those obtainable elsewhere..
