London, Dec. 5. The failure of the French Mer- chant Marine to keep pace with those of other nations was the theme of one Deputy after another at the Chamber in November 26, when the Budget of the French Ministry of Merchant Marine, was' under discussion.

The Bill passed this spring for. subsidizing the wage bills of ship- owners who brought back into ser- vice ships that had been laid up had been instrumental in bringing -90,000 tons of shipping out of the harbours Twenty-seven per cent. of French vessels, however, wers still laid up, whereas only 15 per cent of the world's shipping is idle, it was stated by M. Candace. the Negro Deputy from the French West Indies.

In the Eastern Mediterranean, another Deputy complained, Italian vessels had entirely supplanted French vessels. Italian and wegian ships carried two-thirds of the oleaginous trade from French West Africa to Marsellies.

The trafic with French Indo- China, said the Deputy, was falling into Italian hands, and the French flag was seen less and less often on the Suez Canal.
