Anticipated Boom Fails to

Washington, Nov. 18. Attention was directed to-day to the fact that the anticipated Russo- American trade boom has failed to materialize, although the Soviet Union was recognized by the United States a year ago. **

Mr. Willam Green, president of the American Federation of Labour, which has bitterly criticised the recognition of the Soviet regime, declared that both countries still are groping for a solution of their tangled problems, centred prin- cipally in Russia's default on loans from the American Government and confiscation of the property of American citizens and corporations.

Mr. Green adraitted, however," that the prospective Russian mar- ket is beginning to figure import- antly in calculations involving the revival of heavy industries of the United States.---
