Reconstruction Of Rural Areas

Hankow, (By Mall): Rural reconstruction for nation- al rejuvenation is the watchword in Hupeh to-day. A movement aiming at the realization of a rural rehabilitation programme is being launched here under official aus pices and guidance.

Speaking at the inaugural meet- ing of the Hupeh Rural Recon- struction Movement held at Provincial Tangpu building here on Oct. 25, Marshal Chang Hsueh- lang, deputy Commander-in-Chief. of the Communist-suppression for ces for Hupeh, Honan and Anhwei, declared that rural reconstruction is a sure step toward national re- birth.

The hardworking Chinese far- mers, Marshal Chang opined, are not responsible for the present rural bankruptcy, which is rather the result of political, military and educational degeneration and cor- ruption in the past.

The young Marshal further stat- ed that hereafter rural reconstruc. tion should be undertaken with the actual conditions of China con- stantiy in view, and not be a blind imitation of foreign experiments.

Following Marshal Chang's

speech, General Chang Chun. chairman of the Hupeh provincial government, also spoke, drawing the attention of the audience to three salient points in rural re- construction in Hupeh, namely (1) that appropriate measures be for- mulated to cope with the present unfavourable conditions in the pro- vince, including the stringency of Anancial

resources. the havoc wrought by drought and floods, and the disturbance of bandits, (2) that the rural system be revised, and (3) that the provincial govern- ment take the leading role in rural raconstruction.

After the inaugural assembly. committee meetings were held at the local Y.M.C.A. to discuss var ous important problems concern- ing the rural reconstruction move ment.

London, Oct. 13. Blackheath gained an overwhel- ming 'victory over Plymouth Albion at the Rectory Field by 4 goals, a dropped goal, a penalty goal and 4 tries, to a goal and a penalty goal.
