The number of normal schools is to be increased, and obstacles are to be overcome.

Commissioner Huang stated that

in the past returned atudents were sent to Japan to complete their education, but now there is some change and students will be sent to America. It was first intended to send ten studens to study in European and American universi- ties but owing to the lack of ex- penses only four are selected by competitive examination. A special examination board was formed among professors of the univer sities here.

According to Mr. Huang, special emphasis will be devoted to milit ary educations in all the middle schools.
