The tone opened on the steady "side but little interest was display. ed in the market for some con. siderable time. Subsequently, on Shanghai strengthening, our rates Vienna were rushed up.

Sterling 1/17/18 was on offer at the opening leading to business at 1/7 15/32 followed by 1/7 1/2 October second half, 1/7 17/32 rash and 1/7 9/16. The market closed with sellers at 1/7 9/16 and pos sible buyers at 1/7 19/32.

the economic difficulties of the world in general, and Germany in particular, is a complete mora- torium for Germany over period of several years.”

Such is the conclusion reached by Dr." Schacht, Germany's Economic "Leader." in a speech at the International Agricultural Congress now being held in Bad Elson: His main argument is:

"Germany 'can only pay the interest

on her debts if world trade expands. She cannot, how- ever, participate in this expansion if she is subjected to the pressure of an international process of deflation.

"There is, therefore, nothing else to do but to grant her a

years to complete moratorium of several recover. At the same time the give her a chance to

burden of foreign debts must be reduced in such a measure that after the moratorium ends they. will be permanently supportable.”
