The yamens have been besieged by farming peasants praying the mayor to intercede for a remission of taxes on the unfruitful lands. It is tragic to see a-procession of farmers, each holding a handful of dry stubble, to emphasize the extremity to which they have been brought. Some of the suffering peasants have appealed for an ocial permit to beg, so fearful are they of the privations which would seem to be their doom in the coming winter.

And as most of the members are influenced by him, no good result can be expected. The Southwest leaders, Mr. Hsiao declared, will not only refuse to negotiate with him but strongly oppose such arrangement.
