If France was prepared to offer similar guarantees to Germany that she offered to Russia, the ob- jection on the score that what was contemplated was not in a true sense a mutual guarantee, could

be dismissed.

This second point, which had been made clear from the begi- ning, and which had also been acknowledged and willingly ac- cepted by the French. was that whatever encouragement Great Britain might be prepared to offer to this new pact she would not undertake any new obligations.
