He said that the main subject which the French Foreign Minis- ter, M. Louis Barthou, wished to discuss during his recent London visit was the possible creation of a pact of mutual assistance which would embrace a number of coun- tries in Eastern parts of Europe.
The plan in contemplation would involve, in the first place, a pact of mutual assistance between So vlét Russia, the Baltic States, Po- land, Czechoslovakia and Ger- many. The pact would follow the analogy. of Locarno. In addition, there was a further feature which, he thought, M. Barthou described as a condition which would in a certain way, connect Russia with the existing Locarno Treaty.

Favouring The "Eastern Pact"
Rome, July 13.
By one of the most dramatic. Italy has swung from vigorous changes of front in recent history, opposition to support of the Bri- tish
standpoint regarding an "Eastern Locarno Pact."
The newspapers, until mid-day condemned the proposal, but the afternoon journals had to eat their words when a semi-official com- munique stated that the Italian attitude to the proposal was one It apeared to the British Govern- of favourable consideration. ment, continued Bir John Sunon, : The change was due to the ex- that they ought not to allow theplanation of the British Ambassa- occasion to pass without endeavor to Rome, Sir Eric Drummond, ouring to take advantage of it Mussolini concerning the outcome to the Italian Fremler, Signor for the purpose of promoting the of the visit of the French Foreign object for which Disarmament Minister M. ASSURANCE BY FRANCE
Also, specifically, there would be, as he understood it.. an assurance offered by France in respect of the boundaries of Russia and also the boundaries of Germany on Ger- than's eastern side. That was the bare bones of what was no doubt a very ambitious and elaborate scheme..
་"
It was plainly a pact of regional guarantee, and, if it. were possi- ble to secure real reciprocal pacts
of mutual guarantee between sult- able groups of nations, that pro- cess would contribute to the gen- eral building up of collective se- curity.
The first poin: on which it was very necessary to be clear was that no British Government would lend any countenance, encouragement, or moral selective character in the sense of building up one combina- tion as against another. He had made that entirely clear in his discussion with. M. Barthou, who -accepted and confirmed it with-
out any qualification.
Quite a different situation arose. however, when what was proposed was of a general reciprocal char- acter. Was Russia prepared to offer the same guarantee to Ger- many as she offered to France?
If France was prepared to offer similar guarantees to Germany that she offered to Russia, the ob- jection on the score that what was contemplated was not in a true sense a mutual guarantee, could
be dismissed.
This second point, which had been made clear from the begi- ning, and which had also been acknowledged and willingly ac- cepted by the French. was that whatever encouragement Great Britain might be prepared to offer to this new pact she would not undertake any new obligations. "" RUSSIA MUST JOIN LEAGUE
There was a third thing invol- ved. Russia was going to be- come a party to the new arrange- ment in Eastern Europe it was absolutely essential that she should
come within the League of Na- tions. That was the view taken by the British Government.
