pointed Sir Osbome Mance to make an expert report on the Austrian Federal Railways, the whole question, of the economic has these railways position of again become of topical interest. The question of railway elect- rification in Austria has been un- der discussion for some..years, and in view of proposals made the by a group representing French electrical industry, the Austrian Government a few years ago appointed a commission to report on the economic justifica- tion for carrying out the work. The report presented by this' Commission dealt only with the section of line between Vienna and Salzburg, and was, based on costs and conditions for the year As the situation has not "1028.

The most difficult question to which the results of the inquiry Eas led is the estimation of

economic value the

the advantages which are claimed

Five mem- electrification. bers of the Commission laid much stress on these advant- ages, which they stated included higher speeds, elimination of smoke and soot, improvement of local passenger services, substan- tially lower maintenance cost of the marshalling yards, saving of a large part of the cost of the maintenance of the existing rail- way low-tension electrical dis- tribution system, elimination of fres caused by sparks from lo- comotives, one-man train opera- tion of layout at terminals, bet- ter time-keeping, and reduction in the quantity of imported coal. The remaining three members of the Commission, in opposition to these claims, advanced a number of arguments against electrifica- tion. These included the conten- tion

sibility of putting complete stret- ches of line out of operation ow- ing to electrical breakdown and increased cost of sidings and con- nections to factories owing to the necessary overhead-line construc-

tion.

It is questionable if electrifica- tion would be justified in view of traffic. the present volume of The

arguments both for and against proceeding with the work must be considered in relation to the general economic position of the country as compared with 1928. In the opinion of some ex- perts, owing to the development of oll-engine traction/ the value which has been assigned to the electrical equipment after thirty years, when the loan would be pald off, is inadmisible." The economic results of the inquiry, however, cortainly make the pro- posals attractive from the point of view of the rellef of un- employment as other works which have
