However, lack of cash reserve in the Kwangtung Provincial Bank is one of the principal reasons for the decline of its notes. The notes of one-dollar denominations are redeemable by the Bank, but pay- ment is so slow and tedious that many people are discouraged from cashing the notes at the Bank.
All provincial taxes are paid in notes, except in some excises which are payable in Big Money" or Mexican dollars. In such levies, the tax-payer has to pay in sliver plus 30 per cent. as premium for the "Big Money."
