A resolution was passed at the Kuomintang Sixth Provincial Con- gress calling upon the Govern- ment to take immediate steps to revise the Canton-Kowloon Hall- way Agrement in order to prevent further loss of profits. This is the second agitation within a week.' as the first move was made by the Kuomintang organ of the same railway.

As the Canton-Kowloon Rall- way is nominally under the con- trol of the Ministry of Tallways, the British section will take up any negotiations with the Nanking

Ministry. The Provincial Govern ment is unable to do anything in the circumstances except submitt ing a plan to Nanking with respect 'to what changes should be made

in the new contract

Actually the railway is operated and controlled by the Provincial Department of Reconstruction.
