Merchants who are in need of money to pass through the Chinese New Year may apply to-day" to the City Chamber of Commerce for Trade Loan Certificates which will be accepted as a sort of legal tender, provided the applicants are able to furnish security based on the stock of their goods.

The Kwangtung Provincial Gov ernment has allowed the City Chamber of Commerce to issue $3,000,000 of these Trade Loan Certificates, although the original "petiton was for $7,000,000. The certificates are in $200 denomina- tion up to the value of $2,000,000, and those of $300 denomination are issued up to 81,000,000,
