SIR FRANK BAINES

The Case Of Public Building

London, January 2

Sir Frank Baines, FR.LBA, the architect and former director of! the Office of Works, died suddenly at his residence in Cornwall on Christmas Day at the age of 58, Mr. E.E. Bright, formerly Principal Clerk, Office of Works, writes as a Colleague for over a quarter of a century and a personal friend for an even longer period:-

From his first entry into his Ma jesty's Office of works Frank Ba- ines began to impress his virile personality on his colleagues and to tmbue the Department with his own sense of the responsibility of service to the State. One of his earllest acts was to ascend the Nel- son Monument in Trafalgar Square to ascertain that the work "therean for which the country was paying. had been satisfactorily carried out. ! As the Director of Works for the Government he was in charge of all buildings., and constructional. work, including the maintenance of the Royal palaces, museums, post offices &c. He was in charge of the preservation of all historic buildingsand ancient nonuments, and in that capacity undertook the restoration of the great roof of Westminister Hall, Henry VIII Hall at Hampton Court Palace. Eltham Palace, and a vast number of other buildings, including Crown, eccle- siastical buildings, historic buildings and prehistoric monuments handed over to the charge of the Govern- ment. He organized a complete de- partment for dealing with the special, technique for preserving historic buildings.

During the war he was respon- sible for appoximately £80,000,000 of constructtional work of every. class and kind, including every type of factory, hospitals, camps, accommodation buildings, &c., and received the formal thanks of the Government and of Lord-Colwyn's Committee of Inquiry for the man- ner in which the work was con- ducted. He undertook the direct building of housing schemes for the Government" and municipal authorities to the extent of £10.- 000,000; arid brought down the cost of housing by 50 per cent. At the close' of the War he was responsible for the decorations and designs for the peace celebra- tions. The late Lord Melchett, who had a deep personal attach- ment to Sir Frank Baines, was so struck with his official career that. ön its termination, he, caused him to be appointed permanent archi- tectural and constructional con- .sultant to Imperial Chemical

Industries, Limited.

Sir Frank was made M.V.O. for work on the Coronation of King George and the investiture of the Prince of Wales at Carnarvon Castle. He was made a C.B.E. and was knighted for special War set- vices. When, in 1927, he left the service of the Government to undertake the building of Imperial Chemical Industries House, he was promoted to K.C.V.O..as a general recognition of his activities, with particular reference to services undertaken for the Crown.
