A single authority for the regala- tion of credit is the first reason for a central bank. It is not ex- pected to work miracles and to usher in prosperity at a bound. But by placing authority in the hands of the people through their Government it will more accurate- Canada is to have a centrally reflect control by the majority bank. The Royal Commission on Banking and Currency has made this its chief recommendation, and Parliament at Ottawa is expected to, enact it into legislation prob- ably this winter.
