OVER-RULED" BY MAGISTRATE

A point regarding the definition of what are po pui tickets and what are not was raised by Mr. R. C, H, Lim at Kowloon Magistracy yesterday when he appeared to defend a Chinese named Chung Spi Ting on a charge of having been found with 4000 po pai tickets in his possession. Expert evidence regarding the system of the selling of these tickets had been given by a man named Shek Dui, who said that whon the tickets were sold the agent's chop was put on them. The exhibits in court had no chops on them and Mr. Lim contended that they were, therfore, in fact, not pa pui lottery tickets.

The Old Route

(By Our Special Correspondent)

Many people who used to travel, large junks and a ferry launch all on the old Yaumati ferry boats entering at the same time to see or perhaps I should say on the how dangerous this can be. same boats as they do now but along the old route-must have

wondered why more accidents did not happen inside the Yaumati Typhoon Shelter where the old wharf was situated, owing to the very inefficient way "trame was controlled in that particular part of the harbour, I was in the habit of using the Yaumati ferry-I had to because my work used to neces- sitate my doing as for, reasons of saving time, and many were the times that I thought an accident inevitable.

|

Then there is another danger. Sometimes we have two ferry laun ches near this spot at the same time with perhaps two or more junks, all in a panic to get clear of the launches. This develops into a game of "catch-me-if-you- can," for what with one launch

dodging one way and the second the other, the situation becomes somewhat complicated.

It will be seen then that the fact that more accidents did not happen speaks much for the skill of the coxswains and members of The whole trouble lay in the fact the crew employed in these laun- that there was a lack of co-opera-

Inspector Shaftain,, outlining the case, said that defendant had been arrested in consequence of a search on Bus No. 152, on October, 23 in Laichi-ple-the latter being the chief of-

Evidence of the finding of the ticket was given by a Chinese constable He said that on the 23rd he was on picket duty, with 'Sergeant Jessop at about 3.26 p.m. in Laichikok Road. They boarded a bus near house No. 331 to carry out a search. When witness got into the bus he saw de fondant, who appeared to be frighten- ed on seeing him. He searched him. Under defendant's cost near his waist witness felt something.

Inside the typhoon shelter, there are hundreds of smaller craft and not a few big trading Junks. These are constantly on the, more and sometimes we see two or more of these racing to get into the shel- ter, presumably to snatch the best place to tie up. The entrance to the shelter is nogie: toq; spacious, and one only had to picture two

head to make a report about him and the result is usually a good "telling-off," and not infrequently a small finė.

As soon as the launches have cleared the Typhoon shelter, they are run as smoothly as any other ferry boats, and the coxswaina must have blessed the day when the charge over to the new whart at Jordan Road was effected.

Mr. Lim: You had no difficulty in affecting the arrest, had you?--No.

Shek Dui then gave evidence as to the nature of the seizure. He said they were Macau po pui tickets. Ha explained at length the manner in which such tickets were circulated and sold. They were given to various agents in the Colony, and when the tickets were sold the agent put the chop on them. Should a ticket be a winning one the owner had to find the agent and go with him to Macan be. fore he could get his prize.

It was on this point that Mr. Lim based his defence. He said that the tickets seized were not lottery tickets because they bad not yet been chop ped. He said: If your Worship is satisfied that, as this witness says, the agent must be found before prizes can be claimed.........Mr. Wynne-Jones: I am not concerned with the claiming of prizes. When you buy a ticket you don't know that it is a prize winner, do you! But it, is none the leas a lot- tery ticket-
