Shanghai, Sept. 30-Commenting on the decision of the Standing Com mittee of the Central Eucraintang on Thursday to postpone the Fifth National Congress of the Kuomintang until November next year, the "China Times" in its issue of yesterday criticised the attitude of the three southern generals who pressed for the postponement and questioned their motives.

The National Congress of the Kuomintang is the highest authority of the party," declared this influential Chinese journal "and with the country under the party dictatorship of the Kuomintang it can also be said that the National Congress is the highest administrative authority of the country.
