The Commonwealth Clovernment of Australia has prepared a scheme for the development of the North ern Territory of Australia-a hug bot exceedingly thinly populated part of the Dominion. The area of the territory, is 323.620 square miles (more than five times that of Eng land, Scotland, and Wales), but yet the total population, excluding aborigines, is only slightly over 4.000. The aborigines are estimated to number about 91,000.

Only a vague description was ob- tained on Thursday of the man who accompanied the trunk to the ship. According to the baggage master he might have been either a Chinese or a Japanese, wearing foreign last clothes, but, there prior to evening seemed no doubt that he was not a European. It was notic- ed that no berth number was en- tered on the label, but, when the official turned to question the man he had "disappeared, and in the bustle of a mirried departure, no further notice was taken of the matter at the moment.

Two foreign suspects were eli minated from surveillance as a re- ult of information gathered when the Shanghai Maru berthed here on Thursday, it being confirmed that the men concerned, named by a Russian agent of a transport.com- pany which moved seven pieces of luggage from addresses in French Concession, landed with their effects at Nagasaki.
