38.-Agitation Against Social Evil In Hong Kong

those days.

We have said that there are usually about 500 sailors un shore, and that there are 123 brothels. We believe the number of women in ench brothel averages six-and that at least one out of those six ought to be in the lock up hospital.. Yet in that establishment, there are at the present time but nine, and in-f deed it may be said that they are never sent there until they become so sick as to be an encumbrance in the brothel. There is no proper aurveillance exercised over the brothels, which as the Government only employ one man to look after the whole lot, can hardly be won dered at.

That however is not. a sufficient argument to justify innocent victims being con demned to such a life, Every brothel should be visited, every in- mate told she is free, every brothel keeper subjected to severe punish ment who may exercise illegal re- domiciliary and strict medical surveillance should be prac ticed, and then, only the giddy, the vicious, and licentious would carry on this life of shame.

The first witness called was Dr. Augustus D. Woog of the Govern ment Civil Hospital. Dr. Wong said that he was on duty at the G.CH on July 12 at about 11 pm, when a Chinese woman was brought in in an unconscious condition. Dr. L S. Shim an eye-witness of the accident, said that he was driv ing along the straight stretch at Causeway Bay Road just past the Tram Terminus from west to east. He saw & Chinese woman about 30 yards away, and also a car, which was coming from the other direc tion. Both he and the "other car were going at about 15 m.p.b. The woman was walking from east to west. She appeared to have noticed witness car coming and turned a tle toward the side of the Poto Ground. The other car came on, A5, if the driver had not noticed any thing on the road No. horn wae sounded and the lights of the other car were dimmed as were those of witness' car.
The accident occurred when the other car was 50 or 60 feet from the doctor's. The bumper of the car struck the woman below the knees. She fell backward and b't her head against the right head-lenip, with an impact that could clearly be heard by the people in witness' car, Witness immediately left his car and went to the spot where the other car was and asked the driver what was the matter. The latter re plied that he had not seen anything on the road at all.
