CANTON, July 6. The provincial regulation of Factory Establishment has been promulgated by the South-West Political Council and is now effec tive with respect to all factories in the south-western provinces.

The text of the regulation fol lows:-"

1.-The terms "factory" used herein apply to any association which is established for the object of manufac- turing goods for profits.

3.The name of a fuctory shall in- dicafe the class to which it belongs.
